The Procedure for Admission to Clinical Residency, Postgraduate Studies, Doctoral Studies, and Registration for the Degree of Candidate and Doctor of Medical Sciences in Turkmenistan

THE PROCEDURE FOR ADMISSION TO CLINICAL RESIDENCY


According to the Regulations on Clinical Residency approved by Presidential Decree No. 9378, dated January 14, 2008, doctors with higher medical education, a minimum of 3 years' work experience, under the age of 35, and graduates of medical universities are admitted to clinical residency on a competitive basis (with the approval of the Distribution Working Committee).


Applications for clinical residency should be submitted to the rector of a medical university or the director of a scientific and clinical center that trains clinical residents, along with the following documents:


• Copy of the diploma of higher education and transcript (for foreign graduates, a copy of the diploma and a certificate of equivalence issued by the Ministry of Education of Turkmenistan);


• Personal employee record sheet;


• Medical certificate No. 086/h;


• Three 4x6 cm photos;


• Copy of the workbook.


Applicants must bring their original diploma (or diploma and certificate of equivalence for those who studied abroad) and an original identification document.


THE PROCEDURE FOR ADMISSION TO POSTGRADUATE SCHOOL


In accordance with the Regulations on the Training of Researchers in Turkmenistan, approved by Presidential Decree No. 9378, dated January 14, 2008, individuals with higher education, a minimum of 5 years' work experience, and demonstrated research abilities in their chosen field are admitted to postgraduate studies on a competitive basis. Candidates in medical scientific fields who have completed a full clinical residency and have at least 3 years of experience in healthcare, or 5 years without completing a clinical residency, may apply.


Applications should be submitted to the rector of the university or the head of the scientific institution responsible for training graduate students, along with the following documents:


• Copy of the diploma of higher education and transcript (for foreign graduates, a copy of the diploma and certificate of equivalence from the Ministry of Education of Turkmenistan);


• Personal employee record sheet;


• Medical certificate No. 086/h;


• Three 4x6 cm photos;


• List of published scientific papers, or list of research papers and inventions if relevant;


• Scientific report on the chosen specialty topic;


• Copy of the workbook.


Applicants must bring their original diploma (or diploma and certificate of equivalence for foreign graduates) and an original identification document.


THE PROCEDURE FOR ADMISSION TO DOCTORAL STUDIES


Applicants for doctoral studies must have a Candidate of Medical Sciences degree and confirmation from the Academic Council of a university or scientific institution in the same field, verifying that two-thirds of a doctoral dissertation has been completed. They must also have a recommendation from the same council.


The doctoral program lasts for three years. Applications should be submitted to the head of the institution offering the doctoral program, along with the following documents:


• Personal sheet for employee registration;


• Biography;


• Medical certificate No. 086/h;


• Three 4x6 cm photos;


• Copy of the Candidate of Sciences diploma;


• Copy of the workbook;


• List and copies of published scientific papers, inventions, and patents, as well as a list of completed research reports;


• A three-year plan for preparing the doctoral dissertation;


• Confirmation of the readiness of two-thirds of the doctoral dissertation by the Academic Council of the university or scientific institution;


• Recommendations from two Doctors of Medical Sciences in the dissertation’s scientific field, assessing the scientific value and feasibility of the proposed plan within three years.


Applicants must bring their original Candidate of Medical Sciences diploma and an identification document.


THE PROCEDURE FOR ADMISSION FOR THE DEGREE OF CANDIDATE OF MEDICAL SCIENCES


Applicants for the degree of Candidate of Medical Sciences must have higher education. Those who have already completed postgraduate studies cannot apply for this degree. The preparation period for candidate theses is limited to three years, and candidates cannot be simultaneously affiliated with more than one institution.


To apply for candidacy at a higher educational or scientific institution, the following documents should be submitted:


• Application addressed to the rector of the educational institution or head of the research institution;


• Scientific report on the chosen specialty topic;


• Copy of the higher education diploma (for foreign graduates, a copy of the diploma and equivalency certificate issued by the Ministry of Education of Turkmenistan).


Applicants must bring their original diploma and identification document.


THE PROCEDURE FOR ADMISSION FOR THE DEGREE OF DOCTOR OF MEDICAL SCIENCES


Applicants for the Doctor of Medical Sciences degree must hold a Candidate of Medical Sciences degree. Candidates register at a higher educational or scientific institution for a four-year period to prepare a doctoral dissertation.


To register as a candidate for the Doctor of Medical Sciences degree, the following documents must be submitted to the scientific director:


• Application with a copy of the Candidate of Medical Sciences diploma;


• Confirmation from the Academic Council of the readiness of two-thirds of the dissertation;


• The original identification document and original diploma of the Candidate of Medical Sciences.
