Disability issues and analysis of groups of populations that need help and support

Guide to the main criteria for determining disability to the Law of Turkmenistan "On the Protection of Citizens' Health", the State Program "Health" of the President of Turkmenistan, "The Need for Support of the Ministry of Healthcare and Medical Industry of Turkmenistan" approved by Decree 3926 of the President of Turkmenistan on October 20, 1998 "Regulation on identification groups" was developed in accordance with other normative legal acts and additional sources of Turkmenistan and is the main document regulating the procedure for determining the levels of disability. All HMATs of Turkmenistan, despite the implementation of health-restorative treatments based on the above-mentioned regulations, if severe chronic diseases (injuries), physical deficiency or mental deficiency lead to complete or partial loss of working capacity, then depending on the degree of limitation of working capacity, the patients are disabled. they name their groups.

Disability is a permanent or permanent loss of working capacity based on impairment of physical activity due to severe chronic diseases (injuries), physical deficiency or mental deficiency.


Disability: divided into first, second, third groups and "disabled child".


Congenital diseases, then acquired diseases and injuries can limit a person's ability to work. If such restrictions are found, citizens are obliged to send them to the relevant group for determining the need for support based on the results of the consulting group of doctors under the supervision of family doctors of health centers serving their residential addresses.


The issue of setting a disability is considered after diagnostic, therapeutic and rehabilitation measures (copies of treatment in the hospital setting, written results of examinations). HMATs at all levels have the right to provide additional examination and treatment in all healthcare and rehabilitation institutions within the territory of Turkmenistan in order to confirm the severity of the patient's health condition.


Documents required when referring citizens with disabilities to HMAT:


Passport, birth certificate, HMAT report form No. 088, report form No. 080 for children under 18 years of age, and certified copies of identity documents, health records, examinations, and medical records of parents or legal guardians.


According to the Law of Turkmenistan "On Protection of Citizens' Health", the rights of people with disabilities to protect their health are as follows:


1. Persons with disabilities of groups I and II, persons whose disabilities have arisen as a result of illegal actions, including minors with disabilities, persons with disabilities of groups I and II since childhood, are entitled to free health care and health care services at state health care institutions. are entitled to receive.


2. People with disabilities living alone, people with mental illnesses who need the help of others have the right to be kept in specialized institutions according to the medical report.


3. Persons with disabilities, including minors with disabilities and persons with disabilities from childhood, have the right to health care and life support, to restore their health, and to be provided with medicines under favorable conditions in accordance with the legislation of Turkmenistan.


4. The procedure for providing health care assistance and health care services to people with disabilities, as well as the list of benefits provided for them, shall be determined in accordance with the legislation of Turkmenistan.


5. Local bodies of the executive power and local self-supporting bodies are obliged to create the necessary conditions for people with disabilities to freely visit health care facilities, physical education and sports facilities, and provide them with special sports equipment. Local executive bodies and local self-government bodies may provide additional benefits to persons with disabilities within their jurisdiction.
